By an unknown means to the public Salem had found a way to combine human and Grimm biology. All that the public currently knows is that it requires the subject to be young 0-10 and recently deceased. In reality there are a few acceptions to this rule it's just easier when they are young. Using these new troops alongside the hacked atlas droids, Grimm and white fang Vale fell in a matter of hours. Of course there were those who tried to fight back team RWBY making their way to mistral only to find it under siege from hybrids and the same when they got to atlas.
