The city of Yoshino is beautiful, bright and diverse. It's an city where anything is possible, any dream is achievable, and it's so well protected because of it's rapidly growing police foundation and it's world famous academy for those who wish to become the next hero, most outsiders would believe that there'd be no room for crime to possibly happen. But that's what the outsiders believe, right? Six different gangs litter the different districts of Yoshino, causing what police would call "an all out war". Most would think the six other districts are unsafe. But are they really?
