In the beginning, quirks were rare, but as humanity has since evolved, and now, only 2% of the population is quirkless. With quirks came new public figures: heroes, as we called them. But with heroes, you must have villains! The number one hero, and the Symbol of Peace, stands Reach! A hero with a quirk that no living man can explain. With his power and unwavering spirit, he is the city's greatest protector. Reach!'s indomitable spirit and his earnest desire to shield others from harm have molded him into an inspiration for aspiring heroes across Japan. Of course, with a number one hero, you must have a number one villain: The Overseer, a woman whose heart has been consumed by her role as the Harbinger of Doom.

With those thoughts in mind, the previously shut-down U.A. reopened its gates in Los Angeles for the next and renewed generation of heroes...
