in the 1980's the CCG was made apart of the Japan Official Government being led by a director that answers to them, the policy was to hunt down and exterminate ghoul that had eaten people or committed a crime. A sudden wave of ghoul violence had changed the policy to ghouls being outlawed in the 2000's, this action would upset the ghoul population and a massacre would erupt a week later. For three night the ghouls massacred humans in multiple wards especially in the south wards getting rid of the human population there almost completely, The CCG was overwhelmed and on the 3rd night a new director was put in
