Billions of years have passed since the creation of Earth C, and the worst has come to pass: a new session of sburb was set into motion. This one, however, was different. Instead of destroying the universe to create anew, it merely changed the universe that had already existed. Everyone was brought back, and then given new life in the forms of those who could never remember the life that came before... But somehow they would always find a way back together.
The largest difference between this world and the one before, though, was the distribution of superhuman abilities to many of its residents. Prospit was capable of funding most heroes and even created an institution for it which also served as a prison for any would-be criminals. Derse was incapable of handling the issue on their own, and needed to rely on Prospit's goodwill towards them. This lead to many groups forming under a banner of vigilantism, those who couldn't get to join Prospit. Vigilantism, unfortunately, is a crime.
