Avatar Roku escaped his island instead of fighting the volcano. After 5 years, he was almost killed by Sozin and then soon disappeared. 8 years later, Sozin invaded the air temples.
Some Air Nomads are able to escape in groups. They're now on the run from the Fire Nation. Most hide in the other three nations and some disguise themselves as wandering travelers.
Nobody really knows where the avatar is, but all four nations are being searched, since there is still a chance that Roku is still alive.
